Vulcan Insights: Initial Findings Of Our Under Construction Monitoring Tool

This report details the initial findings of our Under Construction Monitoring Tool. This tool offers significant value by enhancing the accuracy of gas, power, and coal market analyses through improved data on upcoming generation capacity.


Access Dashboard


  1. Data Acquisition: We identified power plants listed in the EIA database as "Under Construction" with planned online dates before 2028 and capacities exceeding 200 MW (excluding battery storage).
  2. Filtering: We filtered for plants greater than 200 MW and excluded battery storage due to their typically smaller size.

  3. Initial Analysis: This initial filter identified 169 plants totaling 67.6 GW, with solar representing a significant portion of new builds.
  4. Satellite Imagery Comparison: We compared recent satellite images with historical Google Maps images to identify visual signs of construction progress.




Confirmed Construction: The majority of plants identified by the EIA as "Under Construction" exhibited clear visual signs of progress.

Potential Deferrals: We identified 11 plants listed as "Under Construction" with no visible evidence of progress. These plants, totaling 5 GW, may require deferral within your generation stack. Details for these plants are provided below:

We identified 17 plants totaling 7.9 GW exhibiting visible construction progress despite lacking an "Under Construction" designation in the EIA data. Three of these are natural gas generators with a combined capacity of 2 GW.



User Interface Development: The user interface (UI) for this tool is under development.

Client Submissions: We welcome submissions of sites for monitoring, including large greenfield projects beyond power plants (e.g., LNG terminals, data centers). Please provide GPS coordinates and project descriptions.


Continued Monitoring: We will continue weekly monitoring of sites not initially identified as under construction until confirmation of cancellation or progress.


High-Resolution Images: High-resolution project images are available upon client request, potentially enabling detailed assessment of construction progress.
