This report analyzes Ukraine's power plant infrastructure using satellite imagery and publicly available data. The analysis reveals that despite a decline in electricity consumption since 2012, operational power plants have sufficient capacity to meet 2021 demand. While many mothballed plants show minimal damage contrary to other reports, the study suggests that Ukraine's power disruptions are more likely caused by transmission and distribution issues rather than damage to power plants themselves. The report recommends prioritizing repairs to transmission and distribution infrastructure. The findings highlight discrepancies between satellite observations and documented reports of damage to Ukrainian power plants.
