 When we aggregate this data, we observe that the states with the highest number of projects not under construction largely mirror those with the most proposed projects overall. A Deeper Dive: Percentage of Projects Not Under Construction

To gain a truly insightful perspective, it's essential to examine the percentage of projects not under construction relative to the total number of projects under construction. This crucial metric is easily calculated using our database. Vulcan clients can effortlessly access this data, broken down by project, location, and Vulcan status, allowing them to pinpoint these percentages with precision.

As anticipated, Texas leads in the total volume of projects not under construction. However, when viewed as a percentage of its total proposed projects, this figure is actually lower than the national average (approximately 36%). In contrast, states within the PJM region appear to face greater risk than ERCOT, with Virginia, for instance, showing a higher percentage of data center projects not yet under construction compared to Texas. With PJM auctions having just closed yesterday at the maximum price cap of $329/MW-day for 2026/2027, it's critical to consider how potential delays and cancellations from data centers might impact these projections.
