860M July Update Review
This month’s 860M continues to add (8 GW) more solar and battery projects with gas only representing 16%. This has been the trend for the past decade.

Most of these projects are still in the South. A large 964 MW combined cycle gas project was added in Indiana expected online in March 2029.

A note worthy trend is the delays being announced – EIA changing online dates later. In this update there was 289 delays (32.1 GW) vs 7 accelerations (1.0 GW).

The most note worthy delay was plant ID 3399 Cumberland (TN) 2.6 GW gas plant. This plant was broken out into units 1 & 2 in March 2025 EIA 860M with an online date for unit 1 December 2026 and unit 2 January 2029. Vulcan insisted otherwise. We did show land clearing Mar 27, 2025, which put our online date estimate at May 01, 2027. We are actively working to include gas units in our WPI calculations. This method would push out the online date farther. As you can see from the platform, no first structure has been added. Only now in August 2026 does EIA acknowledge the improbability of the online date in December of this year.
Only 400 MW of projects cancelled this month along with around 200 MW of retirements.

Less than 200 MW ghost plants showed up this month with most being small solar facilities. Ghost plants are those that show up as operational.
