The bottleneck is getting to construction — not construction
On the Vulcan platform, projects already under construction are advancing on schedule. What's driving delay is everything that happens before the first shovel. We define "getting to construction" by a single, observable milestone: land clearing. It's the earliest ground-truth signal that a project is real and moving.
Since April 2025, we have tracked just under 35 GW of projects that have at least cleared land. That 35 GW effectively covers the entire 2025–2027 build pipeline — so it is the ceiling everything else has to fit inside.

Why the 21 GW forecasts are close but wrong
The math makes the popular forecasts look exuberant. Semi-Analysis recently published a blog projecting 21 GW online in 2026. Our own partnership data from IIR shows the same 21 GW figure — so this isn't a straw man; it's the consensus we're testing.

The only way 21 GW holds is if we are missing projects. We're not seeing evidence of that. Instead, Vulcan layers weekly observational intelligence on top of the pipeline to pressure-test the number, and two facts stand out:
• Of the 21 GW, roughly 2 GW have not yet cleared land — coming online by end-2026 would take a herculean effort.
• Several more GW would have to beat their median predicted online dates, which is statistically unlikely.
Strip those out and you land where we've been all year: 14–16 GW of new operational data center capacity in the US in 2026. This is the same call we've made consistently since January — the observed data has only reinforced it.

What to do with this
You now have a defensible 2026 supply number — 14–16 GW — and a weekly signal, land clearing, that tells you which forecasts are drifting from reality. When the next 21 GW headline lands, you'll be able to check it against the ground rather than the hype.
